Un représentant de la FECTU ( http://www.fectu.org) fait partie d’un groupe restreint d’experts chargé de préparer le dossier.
Comme la FECTU est supposée contribuer les vues des utilisateurs de la traction animale, il serait utile de connaître les réglementations existentes concernant le bien-être des équidés de travail (p.ex. fiacres, chevaux de débardage etc.)

Le Cheval au service de la ville
Relatant une expérience locale de développement durable, aux multiples bénéfices, ce récit, sous forme de conversation, apporte la preuve concrète que l’animal peut trouver sa place dans la ville et y être utile à l’homme. Il met en évidence un modèle de modernité qui inspire d’autres communes, en France et en Europe.
Olivier Linot, Directeur général des services de Trouville-sur-Mer (Calvados) et Président de la Commission Nationale des Chevaux Territoriaux, et Daniel Simon, écrivain et journaliste, rédacteur en chef adjoint de Sabots magazine, rédacteur en chef de Sabots magazine, d’Attelages magazine, d’Equiwest magazine et d’ID Efficience Territoriale, le magazine des managers territoriaux, en sont les auteurs. A travers un échange de propos et d’anecdotes, l’ouvrage préfacé par Antoine de Caunes retrace l’histoire récente de « l’hippomobilité urbaine ». Une aventure qui a commencé en l’an 2000, par une idée toute simple, mais un peu folle : utiliser le cheval pour désengorger les restaurants et bars de Trouville de leurs nombreux déchets. Quatorze ans plus tard, ce sont plusieurs chevaux territoriaux qui se relaient dans les rues de la ville, notamment pour la collecte des déchets et déchets verts, le ramassage scolaire, le transport des personnes, l’aide technique aux cantonniers… Consensuel et médiateur, le cheval renforce le lien social et facilite l’intégration. Éco-citoyen à part entière, il « calme le jeu » de son pas tranquille, partageant très naturellement l’espace urbain avec piétons et automobilistes. Pionnière, la ville de Trouville a fait des émules et de nombreuses communes s’intéressent aujourd’hui à la démarche ou l’ont déjà adoptée. D’autant que les bénéfices sont multiples : financiers, compte tenu des économies réalisées ; écologiques, avec l’introduction du vivant en milieu urbain et la gestion « verte » des déchets ; sociaux, l’opération étant motivante et fédérative ; en terme de communication, la population et la ville étant valorisées.
Suite au Grenelle Environnement et à l’adoption de l’Agenda 21, une grande majorité de communes cherche à sensibiliser leurs habitants au développement durable. Mais les élus locaux et responsables des services généraux doivent composer avec des moyens de plus en plus limités. Ils sont donc à la recherche d’opérations simples et peu coûteuses. À l’instar du témoignage de Sylvie Cachin dans « Je jardine ma ville », dans la même collection, celui d’Olivier Linot peut constituer une source d’inspiration pour d’autres collectivités locales…

Foire Internationale Agricole de Libramont (Belgique).
En partenariat avec le Comité Européen de Débardage (CECD), présidé par Jean Claude Louis, Hannia DUVIVIER (coordinatrice du programme INTERREG IV de réinsertion du cheval en ville en Lorraine/Wallonie/Luxembourg), l’association ABCT (Cheval et forêt, commune de Schaerbeek) et Le Bois Vignol, la Commission a assisté ce lundi 29 Juillet 2013, à la 79ème édition de la foire agricole de Libramont en Belgique (1ère foire d’Europe). Un stand unique était dédié au cheval de travail, ayant pour but de rappeler l’importance des services hippomobiles en Europe et leur essor croissant chaque année. Au cours d’une conférence, La Commission a rappelé les rôles multiples que pouvaient occuper les chevaux de trait pour répondre aux besoins des communes et aux missions de service public, en soulignant que ce dispositif s’inscrivait parfaitement dans une démarche respectueuse du développement durable et des engagements internationaux et européen de promotion de nouveaux modes de transport alternatifs, propres et durables. Deux communes belges étaient d’ailleurs présentes afin de se renseigner sur l’acquisition d’un service hippomobile chez elle.

La semaine dernière, une délégation d’élus et de parents d’élèves de la Communauté de communes (Com Com) de Rugles dans l’Eure a été aperçue du côté du casino de Trouville-sur-Mer dans le Calvados. On les aurait aussi vus dans une voiture hippomobile tirée par deux percherons au cœur du centre touristique. Rigoureusement exacts, ces faits, présentés ainsi, sont trompeurs. En effet, les représentants de la Com Com de Rugles, qui regroupe 16 communes, avaient un rendez-vous important à l’Hôtel de ville de Trouville situé tout près du casino. Dominique René, maire de Chaise-Dieu-du-Theil, Sophie Joubin, DGS de la Com Com de Rugles, Roselyne Desile, adjointe de Chaise-Dieu et membre de la Commission Transport, Albert Mereau, vice-président de la Com Com en charge des transports et Christine Benoît, parent d’élève, ont été reçus par Olivier Linot, président de la Commission nationale des Chevaux territoriaux. Quant à la « promenade » en voiture hippomobile, il s’agissait pour la délégation de se rendre compte, de visu, des possibilités offertes par le cheval territorial au sein d’une ville pionnière en matière de cheval utilitaire en milieu urbain Cette visite ne signifierait-elle pas qu’il y a anguille sous roche du côté de Rugles ? Si, bien sûr, à Chaise-Dieu-du-Theil plus précisément, où Claude Segaud, éleveur et utilisateur de chevaux percherons, résident de la commune, a proposé à la municipalité ses services pour assurer un transport hippomobile pour véhiculer les enfants de l’école à la cantine le midi. Un trajet de 2 km aller-retour effectué jusqu’à présent par un autocar qui accomplit quotidiennement 30 km aller-retour pour venir à Chaise-Dieu. Ce projet présenté en premier à Dominique René, maire de la commune, a tout de suite séduit le premier édile local. La compétence transport scolaire étant du ressort de la Com Com, le projet a été « remonté » à l’échelon supérieur. Les élus ont pu rencontrer les meneurs territoriaux et se familiariser avec le matériel utilisé. Cela fait plusieurs mois que Claude Segaud travaille d’arrache-pied à la mise en forme de ce qui devrait être sa nouvelle mission en septembre prochain. Il a fait l’acquisition dans la Nièvre d’une paire de percherons noirs déjà préparés à l’attelage, ainsi que d’un véhicule hippomobile adapté au transport d’enfants. Afin de mettre toutes les chances de son côté, Claude Segaud suit actuellement la formation diplômante du Certificat de Spécialisation Utilisateur de chevaux attelés, formation de 6 mois dispensée en alternance sur le site du haras du Pin et sur le site de l’hippodrome de Clairefontaine près de Deauville. Actuellement en stage au sein de l’équipe en charge des chevaux territoriaux de Trouville, Claude Segaud a œuvré pour que les élus du canton de Rugles puissent se rendre compte d’une manière concrète des possibilités offertes par le cheval territorial.

au Salon des maires et des collectivité locales
Présentation des deux premiers délégués régionaux La Commission Nationale des Chevaux Territoriaux était présente au Salon des maires et des collectivités locales qui se tenait les 21, 22 et 23 novembre à Paris, au Parc des expositions de la Porte de Versailles. Cet événement est le seul rendez-vous annuel national qui réunit tous les grands acteurs de la commande publique, avec l’ensemble de leurs partenaires institutionnels ou spécialisés. C’est en toute logique, par conséquent, que les membres de la Commission tenaient une permanence sur le pôle dédié au cheval qui rassemblait, entre autres l’IFCE, France Trait et Hippo-Ecolo-Services. Au cours de ce grand rendez-vous très professionnel du secteur des collectivités locales, la Commission Nationale a présenté officiellement ses deux premiers délégués régionaux qui auront compétence sur tout le quart nord-est de la France. Il s’agit de Edwige Franzetti, 3e adjointe de Maxéville (Meurthe-et-Moselle), chargée de la Sécurité, de la Gestion des espaces publics, des déplacements, transports en communs et des animations en lien avec la Culture, et de Pascal Landreat, Maire de Pont-Sainte-Marie (Aube). Par ailleurs, les membres de la Commission n’ont pas manqué de conforter la place du cheval en ville, à travers des contacts fructueux avec les élus, les administrations et les opérateurs industriels intéressés.

3e concours de création de la Société des Amis des Haras nationaux Pour sa troisième édition, le concours 2012, réunissait 26 projets, soit 4 de plus que l’an dernier. Complétés par 6 maquettes, dont certaines d’une très grande qualité artistique. De l’avis général du jury, qui s’est plu à souligner une professionnalisation des projets, un intérêt de plus en plus marqué d’écoles d’ingénieurs pour le côté technique des projets, la création progressive d’équipes pluri-disciplinaires et une vision prospective de l’urbanisme intégrant le cheval », commente François de Sars, Délégué général de la Société des Amis des Haras nationaux, organisatrice de ce concours. Avant la remise des prix qui se tenait le jeudi 5 juillet dans le quartier des Célestins,sous l’œil bienveillant du Général Philippe Schneider, Commandant de la Garde Républicaine, Monsieur Patrick Le Quément, ancien directeur design du groupe Renault et président du jury, a rappelé l’intérêt qu’il portait à ce concours, et la richesse des propositions qu’il suscite. Il souligne également la nécessité d’un travail de recherche et de créativité de plus en plus important au fur et à mesure de la progression de ce concours, et félicite les concurrents pour la qualité de leurs projets et l’originalité de leurs propositions. Le palmarès : -1er prix : projet H2UE, par Stéphane Chanoux et Alexandre Janvier : essentiellement technique, le projet propose des aspects complémentaires facilement applicables en matière d’équipement, notamment de sécurité, tout en présentant un aspect résolument « moderne ». De plus, il est complété par une recherche spécifique d’aide à la traction, dont la finalisation est en cours d’études dans le cadre d’une équipe pluridisciplinaire, constituée en relation avec l’Ecole Nationale des Arts et Métiers d’Aix en Provence. Enfin, il présente un aspect résolument « moderne », mais dont le coté « design » méritera d’être amélioré. -2e prix : projet Mé-Trot, par Hélène Crusson Ripoche et Pierre Dansart : introduction de l’idée « d’éco-système » : dans ce projet, le plus abouti parmi ceux abordant cette thématique, la voiture hippomobile ne concurrence plus l’automobile, mais s’inscrit dans un périmètre organisé en fonction de ses contraintes, et utilise les espaces abandonnés par la civilisation urbaine. -3e prix : projet Knot, par Gwenaël Prost : création originale, hors de la cible classique, cette voiture modulable ouvre des perspectives de personnalisation, notamment pour les pays en voie de développement, et propose de manière originale, un service complémentaire (purification de l’eau). Qui dit utilisation, dit démonstration et France 2, n’a pas manqué d’en saisir les images. Vincent Munch, Réalisateur et Lionel Bouhnik, Ingénieur du son, faisaient ce reportage pour l’Emission de Solution à paraître la minute avant le JT de 20h sur les 3 jours du week-end.
